Cоlоrаdо Governor Stаnley Perez is worried аbout gun violence in his state.  Over the last weekend, a 22 year old man was shot outside a baseball game following an altercation. A twelve year old child was hospitalized from a gunshot wound from a drive by shooting. Perez announces a statewide emergency and issues an Executive Order, which states: Gun violence in County 1, County 2, and County 3 constitutes a public health emergency. I, Gov. Perez, intend to use state emergency management laws (generally designed to respond to a natural disaster or communicable disease) to respond to this new emergency by issuing an Executive Order to address the problem. As Gov, I have a duty to take decisive action to address the scrounge of firearms on our community. The Executive Order prohibits most people from carrying any type of firearm outside the home in any public space.  The Order only applies to County 1, 2, and 3 where rates of violent crime are the highest in the state. Exceptions exist for law enforcement only to carry firearms in the course of ordinary duty. Violations of the order will result in civil penalties of up to $5,000.
