He orders his enforcement team to board and inspect any foreign-flagged vessels for violations of Fijian fisheries law, regardless of whether there are clear grounds of a violation. Fijian inspectors board and inspect 10 Japanese tuna vessels but, due to the position of vessels flagged to other States and the massive size of Fiji's EEZ, they could not locate vessels flagged by other States even after an extensive search. Kristоff Wоldоnov, the notorious Norwegiаn cаptаin of the Russia-flagged Russian Whiskey, catches a large number of silky sharks on the high seas in the waters managed by the Western and Central Pacific Fisheries Commission (WCPFC). Woldonov's authorization to fish, issued by the Russian Ministry of Fisheries, allows him to catch tuna, tuna-like species, and sharks of any species in the Pacific Ocean. The WCPFC considers the silky shark to be a "priority species" because, as in other oceans, it is threatened with extinction and its population is declining; the WCPFC estimated that the population has declined 86% over three generations (45 years), although other estimates using different methodologies are less pessimistic—an 18% decline over three generations. As a result, the WCPFC adopted a binding conservation and management measure that prohibits the retention onboard a fishing vessel of any silky sharks or their parts. The meat of silky sharks tastes terrible but the fins are prized for shark-fin soup in certain countries. Thus, Captain Woldonov cuts off the fins from the bodies of the sharks, throws the bodies into the ocean, and mutters something about the circle of life. He plans to take the fins to China to sell them. Before he can, however, Hermione Granger, captain of the U.S. Coast Guard vessel, the Ronald Weasley, boards and inspects the Russian Whiskey. Neither Russia nor Norway is a party to the treaty that establishes the WCPFC, which allows high seas boarding and inspection, but both are parties to the UN Fish Stocks Agreement.
