Pаrt IIB [20 pоints]: The Gооfy Corporаtion (а private corporation) owns a large plot of land in the Orlando area called GoofyVille.  They had originally purchased it from Mr. Scrooge with the contractual restriction that “no part of said property could ever be used or be occupied by anyone other than Caucasian persons.” Now, the town consists of residential buildings, streets, a system of sewers, a sewage disposal plant and a business block called Main Street on which business places are situated such as private retail stores and restaurants.  While the town was originally constructed to house the people who work at the nearby theme park owned by Goofy Corporation, there is currently also housing available for rental by the general public.  In an effort to provide assistance to families of the employees, some of the rental apartments can be leased through a Federally subsidized program whereby the government pays a portion of the rent.  There is nothing to stop highway traffic from coming into the business block and upon arrival, a traveler may make free use of the facilities available there.   In fact, they schedule public activities on weekends on Main Street to encourage the tourists of all races and nationalities to the area to come in and visit the establishments.  When Mr. Scrooge became aware that the property was being used and occupied by all types of persons, he sued claiming that the Goofy Corporation had breached the sales agreement.  He asked the County Court to enforce the terms of the original land purchase agreement. The County Court agreed with Mr. Scrooge and enforced the original restrictive covenant.  Goofy Corporation appealed to the State Supreme Court which affirmed the County Court in favor of enforcing the agreement.  Goofy Corporation has now appealed to the Supreme Court of the United States claiming that Goofy Corporation cannot comply with the restriction because it violates the 14th Amendment to the United States Constitution. Question: IS THERE STATE ACTION OR AN EXCEPTION(S) TO THE STATE ACTION DOCTRINE THAT WOULD APPLY IN THIS CASE TRIGGERING CONSTITUTIONAL PROTECTIONS AFFORDED BY THE 14TH AMENDMENT?    EXPLAIN YOUR POSITION. USE CASES AND LAW DISCUSSED IN CLASS IN YOUR ANALYSIS.
