Recаll frоm оur secоnd lecture thаt Kаrl Popper in The Open Society and Its Enemies (1945) condemned Plato because he saw within Republic the roots of totalitarianism. While the first volume of The Open Society condemned Plato’s philosophy as a precursor of Nazism, the second volume was a critique of Marx. Compared to his volume on Plato, Popper is surprisingly more patient with Marx. He had much sympathy for “Marx’s hope for a decrease in state influence” (398) and believed that Marx had accurately described the conditions of capitalism. However, he regretted that Marx’s vision of a decreased state had not come to pass and wished that he had been more committed to advancing social policy. the conditions for the proletariat (402). Popper’s sympathy with Marx is surprising since he was writing at the dawn of the Cold War, and the connections between Marx and the U.S.S.R. are certainly more direct than those between Plato and Nazi Germany. However, seen in a different light, this sympathy makes sense. As Popper was aware, the totalitarian state of the U.S.S.R. was far afield from Marx’s vision, and Marx was chiefly interested in helping the bulk of humanity who were cruelly exploited by the bourgeoise. In contrast, Nazism saw Germans as a superior breed of human beings who deserved to appropriate the resources of their supposedly inferior neighbors. While the U.S.S.R. was responsible for killing even more people than Nazi Germany, at its root Nazism is founded on a philosophy of cruelty, while Marxism is guided by a hope for human liberation. Popper’s critique of Marx is nuanced, but we can simplify it and focus on two of his biggest criticisms. Popper’s first critique focuses on his opposition to most forms of violent revolution. Popper concedes that a violent revolution might be appropriate if it were to overthrow a tyrant, but he also believed, “that any such revolution should have as its only aim the establishment of a democracy; and by a democracy I do not mean something as vague as ‘the rule of the people’ or ‘the rule of the majority’, but a set of institutions… which permit public control of the rulers and their dismissal by the ruled, and which make it possible for the ruled to obtain reforms without using violence, even against the will of the rulers” (360). As such, Popper could not defend Marxist Revolution which would be made in the name of the majority, but not necessarily guarantee personal rights. Popper also would not defend the U.S.S.R. which did not have open and free elections of its leaders. Popper’s larger critique has to do with what we described last week as Marx’s millennialism. Marx is a failed prophet, and he was destined to be so because no one can adequately predict the future. Popper writes, “His ingenious attempt to draw prophetic conclusions from observations of contemporary economic tendencies failed.” Furthermore, he adds, “[Despite their bias, Marx’s theories] were excellent in so far they were descriptive. The reason for his failure as a prophet lies entirely in the poverty of historicism as such, in the simple fact that even if we observe to-day what appears to be a historical tendency or trend, we cannot know whether it will have the same appearance to-morrow” (397). Marx failed to predict that the unfettered capitalism of his time would change and thus, in some sense, prevent the proletariat revolution that he foresaw. Looking at Marx’s ten-point plan, Popper finds that many of his plans (progressive income tax, abolition of child labor, minimization of inheritance through the estate tax) have been carried out within the capitalism system, particularly in Northern European countries (350). It was for this reason, that last week I predicted that upon closer inspection you would not find many of Marx’s programs all that radical. Popper provides a powerful counterargument to Marx’s theory that does not fall into political reaction. We cannot know what the future holds, and history is littered with stunning reversals. The dynamism of democracy saved capitalism from its worst excesses in Popper’s time. Popper might appreciate that the state of capitalism that he saw in his own time has not lasted, and the state of capitalism has reverted closer to the 19th century vision that Marx critiqued than the one he experienced when writing The Open Society. Popper, was against revolution. Why? (The answer is above). When do you think revolution would be justified, if ever? What would justify it?
