Refugees and Others Forced to Cross Borders: We read part or all of two important books on contemporary challenges in forced migration, Refuge (Betts/Collier) and The Arc of Protection (Aleinikoff/Zamore). From your perspective, what are 2-3 key ideas and recommendations coming out of each? Where are the similarities in the two works and, perhaps more importantly, where are the differences? And with respect to differences, what are your perspectives and why? The Extension of Humanitarianism: What is the Responsibility to Protect Doctrine? Explain how it has or has not been accepted by states. We’ve read relevant articles by Luttwak, Power, Kuperman, and Ayoob. Briefly describe the perspective of each and then explain where you come out on these issues, and why. International Criminal Law: Sands’ work discussed the origins and development of two international human rights crimes – or the characterization and naming of those crimes. Who was responsible for developing each, and what are the basic elements of each crime. Please also describe the Rome Statute of the International Criminal Court. Is international criminal law a useful tool to prevent atrocities and conflict that impacts civilians? Address the arguments on both sides and offer your perspective. Humanitarian and Refugee Law: Describe the key provisions of documents we have reviewed, and their significance, in your view – in particular, the Fourth Geneva Convention, the Convention and Protocol Relating to the Status of Refugees, the Cartagena Declaration and the OAU Convention Governing the Specific Aspects of Refugee Problems in Africa, and the Guiding Principles on Internal Displacement. Climate Change and Displacement: Describe what evidence suggests will be the nature and magnitude of displacement because of climate change over the next several decades. What strategies are there for addressing this challenge? And what are the prospects that the world community will be able to do so?
