When а prоpоsed regulаtiоn is releаsed by a government agency, there is a 60 day notice and comment period. These comments can influence the language and/or confirmation of the regulation, however there is no obligation on the part of the government agency to read these comments. This is why we need APTA to comment on all proposed regulations. Agencies are more likely to read a comment from a professional organization than individual comments.
