Jeremy (age 7), Jason (age 5) and Joshua (age 4) live at home with their mother, Jessica Jones, age 25. The father of the children left the family over two years ago and his location is unknown. Relatives have some information about how the family functions, but all family members are kind of “over it” with Jessica. They have all expressed concerns for the children and tried to stay in her life, but she does not respond and seems shut everyone out. Extended family indicated it has gotten worse in the past 2 years since the father left the family and her mother died. The boys are rarely seen outside and the mother does not send them to school or to daycare for the youngest. They all look very thin and there are concerns for how he may be developing. The two older boys often “guard” the front door by sitting in two chairs flanking the front door with something looking like an old TV antenna pointed at all who walk by on the sidewalk in the evenings when it is dark. At first it seemed like it was a game of make-believe, but the older boy told another neighbor kid that they were waiting for aliens from another planet to try to “invade” the home and that the mother put them on “guard duty” at night because that is when the aliens are less active, but they could also launch a surprise attack if the family is not careful about “entry points” for the home. Everyone in the house (including the mother) are always wearing a hat with tin-foil wrapped around it. Jeremy and Jason told the same neighbor child (who is 12 years old) that the mother and family wear the hats “so that aliens don’t beam rays into their brains and try to get them to do evil things.” Apparently in the house are mattresses in the living room on the floor and the whole family sleep on the mattresses, but each one underneath a very large cardboard box on top of the mattresses. Again, the children report it is “to keep aliens from getting to their brains.” The mother was provided this home (3 bedrooms, two car garage and big yard) by her own mother who died about a year ago. The electricity has been shut off repeatedly for failure to pay the bill and sometimes the water is turned off as well. Mother and children are rumored to be living off of the trust fund inheritance from the now deceased maternal grandmother. Unknown how much or how long this will last. The mother is friends with a kind older neighbor and gives her cash to do grocery shopping for her when she (the older neighbor) goes to the store. The mother does not like to leave the home. This neighbor is also worried about the family. It has been at least a year since the mother has let anyone in the home. She has also installed chicken wire around the entire outside of the house and garage and goes out late at night to wrap sections of the chicken wire with foil. The mother has a car and can drive, but she also has foil covering the entire sunroof on the car and has taped the side back windows with foil and duct tape. When Child Protective Investigations came to the home to see the children, they had to take law enforcement to make sure the mother would let them in the home. She reluctantly did allow them in the home, but indicated that she was breaking her security protocols and asked them to “get in quickly”, as she did not want to leave the door open. The children seem very protective of the mother and are all keep very close physical proximity to her at all times. The oldest one seems to be “in charge” of the younger children and while the investigation was underway he made certain hand signs to the other two children that seemed to be some type of made up signal system for them to lock the front door, check windows and stand guard at the windows while the Child Protective Investigator were in the home attempting to assess the safety of the children. The youngest child is very thin with sunken eyes and ribs clearly visible. When asked about what they eat they showed that they all had “rations” in the pantry. Everything was labeled with their names on it. A lot of beans, corn and tuna fish. The kids indicated that they all know how to use a hand-held can-opener so that they don’t have to use electricity. The kids told the CPI (Child Protective Investigator) and law enforcement officer that that they only run the air conditioner at night to cool the house down, but in the day time they turn it off and use fans only so that there are no “electronic emissions” that can be tracked through the anti-freeze in the air-conditioning system. The house was very stuffy and hot. The air handler for the air conditioning system is outside the laundry room outside the house and has a huge cage with chicken wire and tin foil wrapped around it. Safety resources/services are available at a sufficient level and to the degree necessary? An in-home safety plan and the use of in-home safety resources and services can sufficiently manage impending danger without the need for results of professional evaluations? Have domicile in which to implement a safety plan? What must happen in order for the children to come home safely with an “in-home” safety plan to be with their mother again?
