They faced no threat from their neighbors at the border, & 2. They wanted a weak constitutional central government. They developed a constitution that would allow the different provinces in the country to have greater power than the national-level government—economically, militarily and politically. Economically, this situation, led the provinces to issue their own currencies, and to issue tariffs on the products sold by each province within the country, which led to tariff wars. Militarily, since provinces were stronger than the central government; the national-level government could not issue taxes, so it depended on the dues provided by the provinces. Consequently, the country was unable to create a viable military force, as provinces allocated few funds towards national defense. Lacking taxation power, the central government had other weak state institutions such as a non-existent police force and courts. Politically, each province had its own legal jurisdiction. So, if a person broke the law in one province within the country, they could easily flee to another province and not face legal charges—due to lack of national level law enforcement. Due to the economic crisis faced by the country of Situania in the aftermath of its war of independence, the different provinces were indebted to bankers, who paid for the war effort. At the national-level the country was unable to raise taxes, so the provinces raised taxes on property owners to pay for war debts. This led many farmers who were war veterans to protest the taxes because, in many cases, when farmers were unable to pay their taxes; their property was confiscated. Some provinces forgave the debt owed by farmers, and others quelled rebellions with provincial armies. When provinces forgave debts, in not paying debts owed to bankers, elites began questioning the credibility of the protection private financial property in the newly established country. Some provincial leaders believed that the economic, military, and political problems experienced by Situania were “self-inflicted wounds” that resulted from the weak constitution created soon after independence. So, the provincial leaders peacefully re-united and wrote a new constitution that would strengthen the power of the national government vis-à-vis its provinces. This new constitution allowed Situania to collect taxes at national levels, issued one currency for all provinces, forbade the use of tariffs among provinces, managed trade and laws among provinces, and created the following institutions: the national police, a stronger military, and a central bank. It was hoped that the new constitution would resolve the problems of debt collection, lawlessness, and lack of inter-provincial trade associated with the old constitution.
